
SHERIDAN, WYOMING – April 20, 2025 - JTA advances future of mobility with major resolution approval
The Jacksonville Transportation Authority (JTA) Board of Directors has unanimously approved Resolution 2025-07, a key move that enables the JTA CEO to reserve state-of-the-art autonomous shuttles for the continued development of the Ultimate Urban Circulator (U2C) program.

The approved resolution grants the JTA CEO the authority to negotiate and execute the purchase of 14 autonomous shuttles, specifically the HOLON Mover, for Phase 1 of the U2C program—known as the Bay Street Innovation Corridor. As the project expands, the resolution also permits negotiations for up to an additional 86 vehicles, aligning with Florida’s Automated Transit Vehicle Procurement initiative.

HOLON’s recent decision to establish its first large-scale U.S. manufacturing facility in Jacksonville marks a major economic milestone. The facility is projected to generate over 800 jobs and inject nearly US$300 million into the local economy within four years.

Launched in 2015, the U2C program is a visionary effort to modernize Jacksonville’s Skyway monorail system. It seeks to transform transit throughout Downtown Jacksonville and extend connectivity to neighborhoods including Springfield, Brooklyn, Riverside, and San Marco. This forward-thinking initiative is backed by federal, state, and local funding and has been shaped through years of stakeholder collaboration.
